Manslaughter charge dropped against Chautauqua County hunter

A second-degree manslaughter charge against a Chautauqua County hunter who shot and killed a Sherman woman who was walking her dogs last fall has been dismissed in Chautauqua County Court.

Judge David Foley ruled the grand jury that brought the charges against Thomas Jadlowski, 34, on November 30, 2017 was not instructed to consider a lesser offense of criminally negligent homicide.

The fatal shooting of Rosemary Billquist, 43, occurred on November 22 of last year, about 150 yards behind her home. Jadlowski told deputies he thought he spotted a deer, then he fired his pistol.

Chautauqua County District Attorney Patrick Swanson tells the Buffalo News he is considering taking the case back to a grand jury, rather than appeal the decision, which could be a lengthy process. Billquist's husband, Jamie, says there will be justice in this case.
