Carey Policy Forum, addressed the rapidly increasing health care costs in New York that led to Gov. Andrew Cuomo’s budget office delaying a $1.7 billion payment to providers last year.

It’s just over a week until the state budget is due, and there’s no resolution on an array of proposed new taxes and spending proposals, as well as several unrelated items that are tied to the budget.


The New York State Legislature is back at the Capitol for three weeks of meetings before the session ends later in June. A number of advocacy groups say there’s an opportunity for lawmakers to act to address some of the harm that they say President Donald Trump’s policies are causing. But divisions in the Legislature may hinder any chance of achievements.

A leading budget watchdog group is accusing Gov. Andrew Cuomo of fudging the numbers in his state budget to appear to stay within his self-imposed 2 percent per-year spending cap.

Governor Andrew Cuomo is due to release his budget Tuesday. Revenues are down, and the repeal of the Affordable Care Act could cost the state billions of dollars.


When the state budget is approved next week it will likely not include a discount for frequent users of the New York State Thruway. The legislature has rejected Governor Cuomo’s plan to use some of the state’s surplus to subsidize tolls.


Governor Cuomo has been touting a massive infrastructure plan, but budget experts say much of the funding for the projects, estimated to cost $100 billion, remains unresolved.

When Governor Cuomo and legislative leaders announced a new rebate check for property taxpayers, they touted it as a significant “real” benefit to average homeowners. But fiscal watchdog groups say the program is severely flawed, and the money could be better used on something else.
