State effort to legalize marijuana goes up in smoke

Sen. Liz Krueger

Sen. Liz Krueger (D-Manhattan) - who introduced New York's measure to legalize, regulate and tax marijuana - says the effort has gone up in smoke. In a statement released late Wednesday morning, Krueger said "it is clear the measure will not pass this session," but called it only "a delay," not the "end of the road."

The annual end-of-session crush has started in Albany, with far more legislation pending than there is time or desire to pass. One bill that may make it out of the morass and pass is legislation to legalize adult use of pot, according to one of its most visible supporters.

Weed use is taking off as more states move to legalize it. And with all the buzz over medical marijuana, it's starting to gain an aura of healthfulness. But there are some serious health risks associated with frequent use. One of the more troubling ones is the risk of having a psychotic episode.

Across Canada, recreational marijuana is now legal. There have been a few hiccups—long lines at online government sites and supply shortages. But despite some criticisms over the new law, provinces such as Ontario have started to reap the benefits.

When I began to write this, cannabis possession had been legal in Canada for 38 hours and 18 minutes. To most people, that period of time seemed like any other mid-week in mid-October.

Starting Wednesday, the sale of recreational marijuana begins in Canada following a law passed over the summer.

The law says anyone in Canada over the age of 18 is allowed to possess marijuana, provided it's less than 30 grams — just over an ounce. Canadians can also grow up to four marijuana plants in their home and buy from a provincially regulated retailer.

Attorney General Jeff Sessions is scrapping Obama-era guidelines that essentially removed marijuana from the list of federal drug enforcement priorities as more states legalized it.

In guidance issued Thursday, Sessions rescinded those policies and instead will permit individual U.S. attorneys to decide how aggressively to go after marijuana in their jurisdictions.

Sessions, a former Alabama senator, has long viewed pot as a public menace and a source of street crime.
