Western New York and the Capital Region will enter Phase Three of reopening their economies by the middle of next week, Gov. Andrew Cuomo said Saturday, meaning those regions will be able to allow indoor dining at restaurants and personal care services to resume.

Along with the predicted summer weather, Thursday brings another example of New York opening up from the long COVID-19 quarantine. Gov. Andrew Cuomo has given the go-ahead to restaurants to serve meals outdoors, under social distancing rules.

Memorial Day weekend begins with it beaches opening up and other tentative steps to restart the economy. In his daily coronavirus briefing, Gov. Andrew Cuomo said the reopenings can be done safely if people follow the rules.

On the few nice days we've had during the coronavirus pandemic, neighborhoods throughout the region were filled with people tending to their gardens. The governors of New York, New Jersey and Connecticut made the joint decision to close all bars and restaurants in those states beginning at 8 p.m. Monday to prevent further spread of the novel coronavirus.

The bright lights on the Shea's marquee in the Theatre District were flashing Thursday night, but staffers were at the doors to tell customers "Hello, Dolly!" had been canceled by orders from Gov. Andrew Cuomo.

Local Restaurant Week

Local restaurants get a chance to persuade those drivers passing by to stop and try a meal. It is Local Restaurant Week, with 199 locally owned restaurants offering special items and special prices to get people in the door and in the seats.

If restaurateurs and waitstaff agree on one thing, it's that replacing tips with a higher minimum wage is a bad idea.


The U.S. Attorney's Office says Marguin Sanchez, 23 of California, has pleaded guilty to conspiracy to employ what it described as "unlawful aliens" at four local Mexican restaurants.

Scott Gottlieb, the Food and Drug Administration commissioner appointed by the Trump administration, has this in common with Michelle Obama: He wants to know what's in the food he eats.

And this, it seems, includes calorie counts.

Now, the FDA has released its guidance on implementing an Obama-era rule that requires chain restaurants and other food establishments to post calories on menus or menu boards. The mandate was written into the Affordable Care Act back in 2010.

The New York State Department of Labor Wage Board held its third public hearing in downtown Buffalo Thursday to determine whether there should be a sub-minimum wage increase for tipped workers. Business owners, employees, and advocates turned out to discuss their positions on the issue.
