Efforts to come up with a plan for Buffalo's Scajaquada Corridor have stalled in the years since a tragic accident killed a 3-year-old boy in Delaware Park.

The New York State Department of Transportation has a plan for the conversion of Route 198 from an expressway to a slower-moving roadway. The Buffalo Olmsted Parks Conservancy, in partnership with several local cultural institutions, believes it has a better plan and introduced it on Monday.

Gov. Andrew Cuomo on Sunday issued an executive order for the state Department of Transportation to lower the speed limit on the Scajaquada Expressway to 30 mph following Saturday's tragic vehicle accident that claimed the life of a 3-year-old boy and left his 5-year-old sister in critical condition.
